US Department of Interior: Guide to Developing Segment Architecture

Segment Architecture is still a relatively new discipline compared to other structured disciplines; therefore the EA community continues to struggle with defining a repeatable process on how to develop segment architectures.

In January 2008, OMB and the CIO Council chartered a working group of thirteen federal organizations, including two cross-agency initiatives, to develop the Federal Segment Architecture Methodology (FSAM) to solve this problem. By bringing together architects from across thirteen federal agencies, including two cross-government agencies, the FSAM highlights “best of breed” approaches from participating federal agencies that are used to produce actionable architectures. Architects will be able to develop actionable architecture that will satisfy their business owner’s needs and ensure results by following FSAM. FSAM helps move our discipline further into the scientific realm by establishing a repeatable process that produces results.

Colleen Coggins
Chief Architect,
US Department of Interior (DOI)


Colleen Coggins is the Chief Architect for the Department of the Interior (DOI) and has overall responsibility Interior’s Enterprise Architecture (EA) Program. Through Ms. Coggins’ leadership, Interior has been recognized as leader in EA as evidenced by Interior winning the ‘Excellence in Enterprise Architecture’ award by the E-Gov Institute in September 2004 and September 2006. DOI’s EA has also received the highest score in the Federal Government for its EA maturity by OMB in June 2005 and again in February 2006. Under her leadership, GAO ranked DOI's EA program the highest among the federal government with regards to elements completed (97%) on the GAO EA Maturity Framework. Ms. Coggins has lead the development of modernization blueprints for key Interior lines of businesses which define a roadmap for minimizing redundant systems, enhancing data sharing, and incorporating proven state-of-the-art technologies while reducing costs and improving services to the end citizen and Interior’s business partners.

Ms. Coggins was awarded the 2008 Presidential Rank Award for Meritorious Senior Professionals and also was inducted into the EA Hall of Fame in September 2008. Prior to serving as the Interior Chief Architect, Ms. Coggins was the Chief Architect for the Bureau of Land Management (BLM) which was cited as a “Best Practice” in EA across the Department of Interior. Colleen has a B.S. in Engineering and a M.S. in Computer Systems Management. She’s a Certified Enterprise Architect from the FEAC Institute. She is married and is the mother of three daughters.
