In the last report on this segment (2014), Hypatia Research noted that the market for government, risk, and compliance software was changing. Defying their expectations, this segment continues to evolve and has not yet completely codified even now.

But what’s about now? Hypatia Research believe that risk is gaining importance over governance and compliance. Why? Because an enterprise can control its governance and compliance; it cannot control risk. Enterprises can set internal policies for governance and analyze external regulations or contracts for compliance. Not to oversimplify either their importance or their difficulty, but there’s a structure to governance and compliance that enterprises, with focus and collaboration, can codify. But so far, there is no such structure available to risk.
